With regard to the bag consigned to Japan the Japanese Postal Authorities had previously been notified that transit bags were liable to examination in Hongkong.

I regret that this incident was not reported to you at the time when it occurred. I may add that there was very little matter in the bags other than German correspondence addressed to enemy subjects.
